Cochabamba/Brussels, 29 May 2026. The CYBERSKILLS project, funded by the Erasmus+ programme and coordinated by INNOVASUR, has formalised a cooperation agreement with the Universidad Privada Abierta Latinoamericana (UPAL) to promote cybersecurity training for young Bolivians.
The agreement establishes a strategic alliance between the CYBERSKILLS project and UPAL, which will act as a key partner in Bolivia for the identification, outreach, guidance and recruitment of participants.
Under this agreement, UPAL will take responsibility for identifying and guiding interested young people, supporting the dissemination of the programme and monitoring participants throughout the training process. For its part, CYBERSKILLS will provide the training platform, specialised materials and the technical and pedagogical support needed for the initiative.
The training will not require international mobility, making it easier for young people with limited resources to participate and removing the economic, geographical or social barriers that typically hinder access to digital skills programmes.
CYBERSKILLS responds to the growing demand for cybersecurity professionals in a context marked by the acceleration of digital transformation. Its methodology will combine an e-learning platform, a specialised curriculum, a serious game and local in-person sessions, with content focused on data protection, network security and secure software development.
The project aims to train young people aged 18 to 30 from vulnerable backgrounds. The initiative seeks to improve youth employability in the technology sector and help bridge the digital divide among groups with limited access to specialised training opportunities.
The agreement also reinforces the international dimension of Erasmus+ by promoting educational and professional cooperation between Europe and Latin America. The collaboration between a European consortium specialising in cybersecurity, educational methodologies and project management, and a Bolivian institution with direct knowledge of local needs, will make it possible to adapt European expertise to the Latin American context.
In this framework, UPAL joins as a cooperating organisation and as a key actor in promoting digital transformation in Bolivia. The alliance proposes a sustainable collaboration model based on the exchange of good practices, the joint development of innovative training solutions and the strengthening of local capacities.
